HCF Visitation Schedule and Guidelines (Updated 4/1/22)

INMATE PHONE SERVICE UPDATE: Effective February 1, 2018, all inmate phone calls are provided by Global Tel Link (GTL) which allows calls to landline and wireless cell phones. For more on the service click here.

INMATE TABLET SERVICE UPDATE: Effective September 2021, inmates will have access to inmate tablets provided by Global Tel Link (GTL) which allows video visit calls and other program services. For more on the service click here.

NOW ACCEPTING ELECTRONIC DEPOSITS INTO THE INMATE TRUST ACCOUNT: Effective October 18, 2022, sending monetary donations to the Inmate Trust Account is made easier through GTL/ViaPath Connect Network.  For more on the service click here.

About HCF

The Halawa Correctional Facility (HCF) is made up of two separate facilities: a special needs facility and a medium security facility. The special needs facility opened in 1962, as the City and County of Honolulu’s Halawa Jail, and transferred to the State of Hawaii in 1977. The special needs facility houses maximum and closed custody inmates, inmates with severe/chronic mental illness who cannot be placed in the general population and inmates who require protective custody.

The medium security facility opened in 1987, and is the newest and largest prison facility in the State of Hawaii.  The medium security facility houses male sentenced felons.

In order to mitigate overcrowding, there are about 1,400 male inmates from HCF that are housed in one out-of-state contracted facility in Arizona.

Among the programs offered at HCF are a broad range of education classes, substance abuse treatment and sex offender treatment services. In-facility work line positions, as well as work opportunities through Correctional Industries are available.
